Vietnam ICT Mark Certification

The ICT Mark is a mandatory certification system in Vietnam, governed by the Ministry of Information and Communications (MIC), designed to ensure the quality, safety, and regulatory compliance of Information and Communications Technology (ICT) products. This certification is required for both importers and manufacturers seeking to market ICT products in Vietnam. The ICT Mark reflects a product’s adherence to Vietnamese technical standards and offers assurance to consumers of its reliability and compliance.

Regulatory Framework

The ICT certification is outlined under Circular 11/2020/TT-BTTTT, which specifies Vietnamese National Technical Regulations (QCVN) relating to Safety, EMC (Electromagnetic Compatibility), and Radio Frequency (RF) compliance. These technical standards are based largely on international norms but include specific Vietnamese requirements, such as allowable transmission frequencies and output power limits.

Two approval pathways exist:

  • Mandatory Type Approval Certification
  • Declaration of Conformity (DoC)

Products Subject to Certification and Declaration of Conformity:

  • DECT cordless phones
  • GSM, W-CDMA FDD, E-UTRA FDD, 5G terminals
  • Radio transmitters/transceivers ≥ 60 mW (fixed & land mobile services)
  • Broadcast radio transmitters ≥ 60 mW
  • Radar and microwave equipment (1.4 – 55 GHz) ≥ 60 mW
  • Short-range radios (excluding Wi-Fi/Bluetooth < 60 mW)

Products Subject to Declaration of Conformity Only:

  • Desktop & laptop computers
  • Tablets
  • Set-top boxes (satellite, cable, IPTV, DVB-T2)
  • Integrated DVB-T2 TVs
  • Cable amplifiers
  • Cordless telephones (subscriber extension type)
  • Lithium batteries (for phones, laptops, tablets)

Marking Requirements

The ICT Mark must appear on compliant products. It includes:

  • ICT: Abbreviation of “Information and Communications Technology”
  • CODE: Management code issued by the Vietnam Telecommunications Authority (VNTA)
  • NAME: Company/organization name registered with VNTA

This requirement is specified in Circular No. 30/2011/TT-BTTTT and Circular 42/2016/TT-BTTTT.
